ANALISIS STRUKTUR, PERILAKU DAN KINERJA PASAR UDANG INDONESIA

Abstract


Penelitian ini bertujuan untuk menganalisis struktur, perilaku, dan kinerja pemasaran udang di Indonesia. Data yang digunakan adalah data sekunder yang diperoleh dari Badan Karantina Ikan Pengendalian Mutu dan Keamanan Hasil Perikanan Kementerian Kelautan dan Perikanan dan BPS. Pendekatan struktur pasar menggunakan analisis CR4 (Concentration Ratio for Biggest Four) dan analisis IHH (Indeks Hirschman Herfindahl). Pendekatan perilaku pasar menggunakan analisis deskriptif kualitatif berkenaan dengan pasar yang menjadi obyek penelitian. Analisis kinerja pasar udang menggunakan pendekatan Price Cost Margin dan Market Efficiency Indeks (MEI). Hasil penelitian menunjukkan bahwa ekspor udang masih didominasi oleh udang beku (58,78%) ke Amerika Serikat dan Jepang. Selanjutnya, hasil ini mengindikasikan bahwa udang olahan memiliki struktur pasar yang lebih bersaing dibandingkan udang beku karena jumlah perusahaan lebih banyak dengan hambatan masuk pasar yang lebih mudah. Sifat oligopoli pada industri udang menyebabkan sulitnya memperoleh informasi untuk memasuki pasar udang ini karena adanya tekanan yang kuat dari masing-masing industri. Perilaku pasar udang yang dilakukan oleh perusahaan adalah melalui strategi harga, diversifikasi produk dan promosi. Hal ini berimplikasi pada potensi pengembangan industri udang beku karena jumlah perusahaan masih sedikit dan harga lebih tinggi dibandingkan harga udang olahan. 

Title: Analysis of Structure, Behavior and Performance of Indonesian Shrimp Markets

The aims of this study are to analyze structure, behavior and performance of Indonesian shrimp market. Data used are secondary data obtained from the Agency of Fish Quarantine and Quality Fishery Product, Ministry of Marine and Fisheries and Statistic Central Bureau (BPS). Structural analysis using Concentration Ratio for Biggest Four (CR4) and Hirschman Herfindahl Index analysis (IHH). Market behavior approach using  qualitative descriptive analysis related to markets as research object. Market performance analysis using Market Efficiency Index analysis (MEI). The results showed that shrimp exports were still dominated by frozen shrimp (58.78%) to the United State and Japan. Furthermore, the result indicated that shrimp processed have a more competitive market structure than frozen shrimp due to the greater number of companies with easier barriers to market entry. The nature of oligopoly in this industry makes it difficult to obtain information to move the shrimp market because it produces strong pressure from each industry. Shrimp market behavior carried out by the company is through pricing, product diversification and promotion strategies. This has implications for the potential development of the frozen shrimp industry because the number of companies is still small and the price is higher than the price of processed shrimp.
