MENDORONG INDUSTRI PERIKANAN RENDAH KARBON: STUDI KASUS, TANTANGAN REGULASI, DAN POTENSI ENERGI TERBARUKAN DI WILAYAH PESISIR

Abstract


Transisi menuju industri pengolahan perikanan rendah karbon menjadi langkah strategis dalam mendukung pembangunan berkelanjutan dan pengurangan emisi di wilayah pesisir Indonesia. Penelitian ini bertujuan menganalisis kesiapan pemangku kepentingan, tantangan regulasi, serta strategi percepatan implementasi energi terbarukan pada industri pengolahan hasil perikanan di Bali. Metode yang digunakan berupa mixed methods melalui survei, wawancara mendalam, dan analisis kebijakan. Hasil penelitian menunjukkan bahwa tingkat kesiapan pelaku industri masih rendah dengan skor rata-rata 2,1 dari skala 5. Aspek finansial, teknis, dan kelembagaan masing-masing memperoleh skor 2,0–2,2 yang menjadi faktor utama rendahnya adopsi energi terbarukan. Sebaliknya, pemahaman manfaat energi terbarukan dan kesadaran lingkungan relatif lebih baik dengan skor 3,2–3,5. Sebanyak 75% responden menyatakan belum siap mengadopsi teknologi energi bersih, sedangkan hanya 15% yang siap secara teknis dan finansial. Hambatan terbesar berasal dari tingginya biaya investasi awal dengan skor 4,2, diikuti keterbatasan akses pembiayaan sebesar 3,7. Temuan ini menunjukkan bahwa keterbatasan modal, kemampuan teknis, dan dukungan kebijakan masih menjadi kendala utama transisi energi pada industri pengolahan perikanan pesisir. Penelitian merekomendasikan penyusunan regulasi teknis sektoral, perluasan insentif dan pembiayaan hijau, penguatan kapasitas SDM lokal, serta pengembangan proyek percontohan berbasis kolaborasi multipihak untuk mempercepat implementasi energi terbarukan di sektor pengolahan hasil perikanan.

The transition to a low-carbon fisheries processing industry is a strategic step to support Indonesia's Enhanced National Development Planning (NDC) commitment, particularly in coastal areas dominated by small and medium-sized enterprises. This study analyzes stakeholder readiness, regulatory challenges, and strategies for accelerating renewable energy implementation in the fisheries processing industry through a mixed method approach, including surveys, in-depth interviews, and policy analysis. The results indicate that a renewable energy policy framework is in place, but implementing regulations are still general and do not specifically address the fisheries processing sector. Key challenges include limited technology access, high initial investment costs, minimal fiscal incentives and green financing, weak cross-sectoral coordination, and low technical capacity of local human resources. Despite high adoption interest, implementation remains hampered by technical, financial, and institutional factors. The study recommends the development of sectoral technical regulations, the expansion of green incentives and financing schemes, strengthening local capacity, and the development of pilot projects to accelerate renewable energy adoption in the fisheries processing industry.
