EVALUASI AWAL PENGGUNAAN E-LOG BOOK SEBAGAI DATA DASAR PENGELOLAAN PERIKANAN TUNA YANG BERKELANJUTAN

Abstract


Log book penangkapan ikan merupakan salah satu elemen penting dalam usaha pengelolaan perikanan, namun terdapat permasalahan dalam pelaksanaannya, antara lain rendahnya kesadaran pelaku usaha/nelayan, formulir berbahan dasar kertas, sehingga mudah rusak, adanya potensi bias/kesalahan input data serta jeda waktu dari data dipindahkan dari bahan cetak ke format elektronik. Hal ini mendorong Direktorat Jenderal Perikanan Tangkap melakukan pengembangan internal sejak 2018 berupa aplikasi e-log book berbasis android yang dapat diisi secara daring maupun luring, dan terkoneksi langsung ke Sistem Informasi Log Book Penangkapan Ikan (SILOPI). Studi ini terbatas pada evaluasi awal penggunaan aplikasi pada armada rawai tuna yang berbasis di Pelabuhan Benoa, Bali periode 2018-2019, dengan tujuan utama memberikan gambaran mengenai kelayakannya sebagai data dasar pengelolaan perikanan yang berkelanjutan Hasil kajian menunjukkan bahwa frekuensi pelaporan meningkat hampir dua kali lipat sejak implementasi tahun 2018. Tingkat adopsi oleh armada rawai tuna meningkat pesat pada tahun kedua, di mana lebih dari dua pertiga armada rawai tuna yang melaporkan LBPI telah menggunakan format elektronik. Beberapa parameter spasio-temporal menunjukkan bahwa data e-log book sangat potensial untuk digunakan sebagai data utama, selain data tambahan dari institusi riset maupun direktorat teknis lainnya.
