ANALISIS KEBUTUHAN SISTEM CERDAS PENGAWASAN PENANGKAPAN IKAN DI WILAYAH PENGELOLAAN PERIKANAN 711

Abstract


Kegiatan penangkapan ikan secara ilegal (illegal fishing) merupakan salah satu permasalahan pengelolaan perikanan tangkap di Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPPNRI) 711 yang meliputi Selat Karimata, Laut Natuna, dan Laut China Selatan. Sementara itu, terdapat keterbatasan Pemerintah Indonesia dalam pengawasan penangkapan ikan, salah satunya belum didukung dengan teknologi terintegrasi dan memanfaatkan kecerdasan buatan (artificial intelligence). Untuk itu perlu adanya sistem pengawasan berbasis kecerdasan buatan yang akan meningkatkan efektivitas dan efisiensi pengawasan. Penelitian bertujuan untuk mengetahui dan menganalisis kebutuhan sistem cerdas pengawasan penangkapan ikan di WPPNRI 711 sebagai alternatif rekomendasi bagi pemangku kepentingan terkait. Penelitian menggunakan analisis situasional dan analisis kebutuhan untuk melihat kondisi objektif terkini aspek teknologi pengawasan penangkapan ikan di WPPNRI 711. Berdasarkan hasil penelitian, maka sistem cerdas pengawasan yang dibutuhkan, yaitu sistem yang mampu menganalisis dugaan pelanggaran secara cepat dan akurat serta menyampaikan peringatan dini pelanggaran kepada nakhoda/pemilik kapal.

Illegal fishing activities are one of the problems with capture fisheries management in the Indonesian Fisheries Management Area (WPPNRI) 711 which includes the Karimata Strait, Natuna Sea, and South China Sea. Meanwhile, there are limitations of the Indonesian government in fishing surveillance, one of which is not supported by integrated technology and utilizing artificial intelligence. For this reason, there is a need for an artificial intelligence-based surveillance system that will increase the effectiveness and efficiency of surveillance. The research aims to determine and analyze the need for a smart fishing surveillance system at WPPNRI 711 as an alternative recommendation for relevant stakeholders. The research uses situational analysis and needs analysis to see the current objective conditions of the technological aspect of fishing surveillance at WPPNRI 711. Based on the research results, the smart surveillance system needed can analyze suspected violations quickly and accurately and provide early warnings of violations of the ship's captain/owner.
