STRATEGI KEBERLANJUTAN PENGELOLAAN PENCEMARAN SAMPAH PLASTIK DI PESISIR KOTA DUMAI RIAU MELALUI PENDEKATAN ANALISIS MACTOR

Abstract


Penelitian ini mengatasi masalah mendesak polusi plastik di sepanjang wilayah pesisir, dengan fokus pada Kota Dumai di Provinsi Riau, Indonesia. Wilayah pesisir Dumai, seperti banyak wilayah lain di seluruh Indonesia, menghadapi pencemaran plastik yang parah, dengan 90% disebabkan oleh limbah plastik. Meskipun regulasi telah ada, pengelolaan seringkali kurang mendekati dengan pendekatan yang holistik dan berkelanjutan. Penelitian ini mengadopsi kerangka kerja MACTOR, mengidentifikasi dan mengevaluasi pemangku kepentingan kunci seperti Dinas Perikanan dan Kelautan, Dinas Lingkungan Hidup, dan Dinas Komunikasi dan Informasi. Ini juga menganalisis faktor-faktor terkait pengelolaan limbah plastik, mulai dari pengurangan volume hingga pertimbangan lingkungan. Penelitian ini menilai pengaruh dan saling ketergantungan di antara pemangku kepentingan, memvisualisasikannya melalui peta dan mengevaluasi konvergensi dan divergensi. Terutama, aktor di kuadran I yang memiliki pengaruh yaitu Dinas Perikanan dan Kelautan, Dinas Lingkungan Hidup, dan Dinas Komunikasi dan Informasi, menunjukkan peran yang sanat krusial. Penelitian ini mengungkapkan potensi konvergensi tinggi di antara para aktor ini, menekankan perlunya kolaborasi intensif. Namun, penelitian ini mengidentifikasi aktor Informal sebagai memiliki divergensi tinggi, menunjukkan potensi konflik. Penelitian ini diakhiri dengan rekomendasi strategis, menekankan upaya kolaboratif, sensitivitas terhadap aktor yang bergantung, dan pemantauan dan evaluasi yang berkelanjutan untuk pengelolaan limbah plastik yang efektif di wilayah pesisir Kota Dumai
