DAMPAK SERTIFIKASI CBIB TERHADAP EFISIENSI TEKNIS PADA BUDIDAYA TAMBAK UDANG VANNAMEI

Abstract


Sertifikasi Cara Budidaya Ikan yang Baik (CBIB) dalam budidaya perikanan dibutuhkan untuk meningkatkan daya saing produk komoditas ekspor. Pengukuran efisiensi teknis dengan pendekatan slack-Based DEA diperlukan untuk mengetahui input apa saja yang harus diperhatikan untuk meningkatkan efisiensi usaha budidaya. Tujuan penelitian ini adalah untuk membandingkan efisiensi teknis antara tambak CBIB dan non CBIB, determinan yang mempengaruhi penerapan CBIB dan efisiensi, serta efek kontrafaktual penerapan CBIB. Penelitian ini menggunakan dua analisis, yaitu slack-based DEA untuk menghitung efisiensi teknis kedua kelompok CBIB dan non-CBIB, serta endogenous switching regression untuk mengestimasi determinan serta efek kontrafaktual dari penerapan CBIB. Hasil analisis menunjukkan bahwa tambak CBIB memiliki efisiensi lebih tinggi dibandingkan non-CBIB. Tambak CBIB memiliki efisiensi teknis lebih tinggi dalam penggunaan beberapa input produksi seperti benih, pakan, BBM dan tenaga kerja. Selain itu, tambak CBIB akan mengalami penurunan efisiensi jika tidak menerapkan CBIB, dan tambak non CBIB akan mengalami peningkatan jika mereka menerapkan sertifikasi CBIB.
