Identifikasi Isu Lintas Batas Pengelolaan Sumber Daya Pesisir dan Laut di Kabupaten Belu, Wilayah Perbatasan Indonesia dan Timor Leste
Abstract
Analisis data indikator penting terkait isu lintas batas menggunakan bantuan perangkat lunak MICMAC (Matrix of Crossed Impact Multiplications Applied to a Classification).
Title: Identification of Transboundary Issues in Coastal and Marine Resources Management in Belu District, Indonesia and Timor Leste Border Area
Sustainable management of coastal and marine resources must be supported by careful planning, expecially in defining issues related to coastal and marine resources in the border area of Indonesia and Timor Leste. In this contex, it is important to identify transboundary management challenges as a basis for establishing integrated coastal and marine resources management strategies in the border area of Indonesia and Timor Leste. The objectives of this st udy are: 1) to review important factors of coastal and marine resource management connectivity and 2) to identify important indicators related to transboundary issues of coastal and marine resources management in the border area of Indonesia and Timor Leste. The research was conducted in Belu Regency, East Nusa Tenggara for 4 months (September-Desember 2022). Data collection was conducted using literature studies, interviews, FGDs and observations. The data collected included biophysical, socio-cultural, economic and institusional aspects. Data analysis of important indicators related to cross-border issues used MICMAC (Matrix of Crossed Impact Multiplications Applied to a Classification) software. The result emphazise the need to strengthen transboundary governance, harmonize regulations, and increase community participation in order to support sustainability and economic benefit and to prevent to -over exploitation of resources.
