ANALISIS DAMPAK MORATORIUM KAPAL EX-ASING TERHADAP KONDISI PASAR TUNA INDONESIA
Abstract
Peraturan Menteri No. 56 yang dikeluarkan pada bulan Nopember 2014 tentang moratorium
kapal eks asing diduga memberikan dampak terhadap sektor perikanan termasuk komoditas tuna.
Penelitian ini bertujuan untuk menganalisis dampak moratorium kapal ex-asing terhadap kondisi pasar
tuna Indonesia. Waktu penelitian dilakukan dari bulan April hingga bulan Mei 2015 dengan mengambil
lokasi di Jakarta dan Bali. Jenis data yang digunakan dalam penelitian ini adalah data primer dan
sekunder. Data primer berasal dari wawancara dengan pelaku usaha eksportir tuna dan data sekunder
bersumber dari data produksi, pola pemasaran, dan ekspor perikanan. Sumber data berasal dari
Pelabuhan, Dinas KP di lokasi penelitian dan Kementerian Kelautan dan Perikanan (KKP). Data-data
yang digunakan dalam penelitian diperoleh melalui penelusuran pustaka (desk study) yang relevan
dengan kegiatan penelitian dan survey lapang. Data-data yang telah dikumpulkan kemudian ditabulasi
dan dianalisis secara deskriptif dan disajikan dalam bentuk tabel dan grafik. Selanjutnya hasil analisis
akan diinterpretasikan untuk menghasilkan informasi yang dapat menjawab tujuan dari penelitian.
Hasil penelitian menunjukkan bahwa adanya Permen No. 56 ini memberikan pengaruh pada triwulan
pertama (bulan januari sampai Maret), volume ekspor ikan tuna segar mengalami penurunan untuk
tuna segar mengalami penurunan sebesar 13% sedangkan nilainya mengalami kenaikan sebesar 1%.
Hal ini mengindikasikan Penurunan volume produksi yang dapat berdampak pada penurunan volume
ekspor hendaknya harus diimbangi dengan adanya peningkatan harga ekspor sehingga nilai ekspor
tidak mengalami penurunan. Jika terjadi penurunan maka dapat berdampak pada penerimaan devisa
negara yang secara makro dapat menyebabkan penurunan kontribusi PDB dari sektor perikanan.

Decree of Minister of Marine and Fisheries No. 56 was issued on November 2014 about a
moratorium on ex-foreign ship assumed giving an impact on fishing sector including tuna. This study
was aimed to analyze the impact of ex-foreign ships moratorium on Indonesian tuna market conditions.
The research was conducted from April to May 2015. The location of research was in Jakarta and Bali.
Data used in this study are primary and secondary data. Primary data was based on interviewing to
entrepreneurs and exporters of tuna and secondary data was based on data of tuna consist of production,
marketing patterns, and fisheries exports. Source of data were obtained by Port, agency of marine affairs
and fisheries, Ministry of Marine Affairs and Fisheries (MMAF). The approach of the research was not
only by desk study to explore data that relevan of the research but also it by survey. The data have been
collected, tabulated and analyzed descriptively and presented on tables and figures. Furthermore, the
analysis results are interpreted to generate information that can answer the purpose of research. The
results showed that the Decree of Minister of Marine and Fisheries No. 56 have given impact on the first
quarter (in January to March). In generally fresh tuna export volume was decreased by 13% but its value
was increased by 1%. This result indicated that decreasing of production volume will have an impact
to the decreasing of export volume. Therefore, we must concern about the price of export tuna so that
value of export tuna has not decreased and it will give an impact to the decreasing of foreign exchange
and also it will make decreasing in GDP contribution of the fisheries sector.
