PERAN PARTISIPASI PEMBUDIDAYA DALAM MENINGKATKAN DAMPAK PENYULUHAN PERIKANAN DI KABUPATEN EMPAT LAWANG

Abstract


Penelitian ini bertujuan untuk menganalisis peran partisipasi pembudidaya sebagai variabel mediasi dalam hubungan antara kualitas penyuluhan, materi penyuluhan, kompetensi penyuluh, dan kepuasan kelompok terhadap dampak penyuluhan perikanan di Kabupaten Empat Lawang. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap  responden pembudidaya, yang dianalisis menggunakan Structural Equation Modeling–Partial Least Squares (SEM-PLS). Hasil pengujian menunjukkan bahwa partisipasi pembudidaya berpengaruh positif dan signifikan terhadap dampak penyuluhan dengan nilai koefisien sebesar 0,681, nilai t-statistics 12,720, dan p-value 0,000. Sebaliknya, variabel kualitas penyuluhan, materi penyuluhan, dan kompetensi penyuluh tidak berpengaruh signifikan secara langsung terhadap dampak penyuluhan maupun partisipasi pembudidaya. Kepuasan kelompok menunjukkan pengaruh positif terhadap partisipasi pembudidaya, namun belum signifikan secara statistik. Temuan ini mengindikasikan bahwa keberhasilan penyuluhan perikanan lebih ditentukan oleh tingkat keterlibatan aktif pembudidaya dibandingkan oleh aspek teknis penyuluhan semata. Oleh karena itu, penguatan pendekatan partisipatif menjadi kunci dalam meningkatkan efektivitas program penyuluhan perikanan di Kabupaten Empat Lawang.
